Yes after complete upsc exam you will be posted as gazetted officer. When you will be selected in IAS/IPS exam then you will be given the post of Indian Administrative Service like DC Deputy Collector or DM deputy Magistrate and for IPS you can get Superintendent Of Police i.e. SP etc.
So, you have to prepare upsc exam and apply online for it. The minimum educational qualification is graduation in any stream and age limit is 21 years to 30 years. There is 5 years age relaxation for SC/ST candidates. You can apply for exam at www.upsconline.nic.in

yes, yo can become gazetted officer. for that you have to clear CS(Civil Services) Exam which is conducted by UPSC. Through CS you can become Group-A gazetted officer like IAS, IPS, IFS, IRS etc and group-B gazetted officer like DSP, SDM etc.
Eligibility Criteria for CS Exam:
1. Graduation in any Field
2. your age must be within 21 years to 30 year.

Gazette is official publication of central and state government which publishes the appointment or promotions of certain category of govt.officials. When a govt. official gets his appointment letter signed by The president of India or a governor of the state, his name will appear in the gazette of either central or state govt. Such officers whose name appears in gazette are called gazetted officers.
the following are gazetted officers
1) Lieutenant and above in army
2) ALL India services (IAS, IPS)
3) District magistrate
4) principals and faculty of govt. degree colleges
It is a very comprehensive list. so i have given certain examples. By clearing civil services examination conducted by UPSC, you can become a gazetted officer
