If you are studying software course, first of all you have to tell us which type of course you are doing in software. If you are doing graduation then you can apply for upsc exam. But if you are doing any diploma course then you cannot apply for upsc because minimum qualification for applying in upsc is graduation.
First of all you have to complete your graduation. When you will apply in last semester exam of your graduation then also you can apply for upsc.

you can become IAS/IPS officer by clearing the UPSC CS(Civil Services) Exam. for that you need to complete or appearing in final year of graduation in any field and your age must be within 21 years to 30 years.
if you are doing software course in graduation you can apply for UPSC CS exam.

here you have not mentioned that which type of software course you doing ,if you doing graduation course than you are eligible to
apply for civil services examination only when you are in final year.but if you are doing any other course than you are not eligible for the same.
so i advised you if you want to become an ias officer than you should complete your graduation in any stream with a govt. recognized university.
Ias exams are senior to upsc exams. Before you can become an ias officer, you have to clear upsc exams which you can only do if you have your degree qualification.

Educational Qualification:
-The candidate should be pass in graduation from a recognized Indian university
-Or either pass in any Equivalent degree to the graduation
-Final year students are also allow for the exam
Age Criteria :
-The candidate age should be 21-30
-Their is relaxation given to the reserve category
-For obc 3 years
-For the sc,st 5 years
-For the ph 10 years

The Minimum criteria for appearing for IAS level Exams is : GRADUATION,
So, as you doesn't mention your Course type, so its not possible to answer you .

For civil services exam, eligibility criteria is pass in a bachelor's degree from any recognised university. If you are a graduate then you can definitely apply for the exam. The exam is conducted in three stages, Preliminary, main and interview. After a candidate has cleared all the three stages, then he gets a service ( there are 24 services) according to his rank and preference. To get IAS/IPS you have to score within 200 ranks, because these are high-profile jobs and there are limited vacancies only. In IAS/IPS also depending on rank, you will be alloted a particular state, called state cadre. Once allotted, you are posted in that state only until your retirement except under certain circumstances.
If you are IAS, after training is over you will be posted as Additional collector. After that depending on service, you can become Collector, secratary etc
Similarly if you become IPS, you will get post of Additional superintendent of a district (ASP). after 3-4 years you will get promotion to SP
