-Definitely you can prepare for IAS exams. You consider yourself a low grade student. If you are having less marks in Graduation then don't worry you can still pass the IAS exams.
-All you need is good performance in the IAS prelims, IAS mains and Interview to become a IAS officer.
-IAS exam don't count your Graduation marks they select you on the basis of the number you scored in the IAS exam.
-So prepare hard for IAS exam and don't think that you have less marks in Graduation so you will not clear the IAS exam.
-Make a time table for preparation and follow a strict schedule then only you will clear IAS exams.

How to prepare ???
Firstly the questions on civil exams are all on the current affairs.
So this states that book knowledge is not necessary for these exams.
Though if you are a low grade student, gain more knowledge on General topics and current affairs.
You watch news, read news paper, etc,.
A highly qualified candidates is not needed to do all things.
So you can do as well, read GK books.
By doing all this you can prepare for Civil Exams.

Age relaxation for obc is 3 years
Age relaxation for Sc/St is 5 years.
For physical handicapped 10 years
For ex-service man 10 years.
The preliminary exam held in the month of the May and mains exam held in the month of October.
The advertisement is published in the month of the December or January.
