There is minimum educational qualification graduate pass and final year in graduation can also apply.
You are in 2nd year so you can not apply. Next year you can apply till then wait.

because the upsc demands the candidate must have complete the graduation or appear in the final year then you are eligible for the exam.
same condition is apply for the mpsc .
the stream of the graduation is no matter for the exam.
the exam notification is declare by the upsc in the month of the February-2012.

No you cannot give UPSC/MPSC exams while pursuing 2nd year B.Com.
But you can apply when you are in your final year of graduation on provision
as appearing/appeared candidate.
UPSC conducts various exams at the graduate level every year for candidates.
You can apply to exams like :
Civil Services Exam
Combined Defence Services Exam(Indian Military Academy)
Central Police Forces(AC) Exam
Minimum educational qualification for above exams is a bachelors degree from a recognised University.
Final year appearing/appeared candidates can apply on provision.
On selection they will be asked to produce the original certificates at the time of interviews or before joining.

Dear UPSC and MPSC both boards require a completed or final year pursuing candidates to apply for their exams and you are pursuing in second year of your exams so that you are not eligible to apply for these exams and your age should not be lesser than 21 years and more than 30 years and relaxation in age as per government guidelines which is 5 years for SC/STs and 3 years for OBC category candidates.
Exam Pattern is Following :
Preliminary Exam : Objective Type exams conduct two papers for 400 marks
Mains Examination : Descriptive Type exams conduct 7 papers for 2000 marks
Interview Process : Interview would be conducted after qualifying both prelims and mains exam and if you could not qualify in the pre and mains then you would not be allowed to appear for this exam and Interview contains 300 marks for complete process.

There is no provision/option according to upsc to write upsc exams.
For example cse is conducted by upsc and eligibility is:
1.a graduate or a final year candidate from a recognized university can write upsc.
Or
a 12 th standard candidate is eligible to write n.d.a exam conducted by upsc.
Solution: First you reach at final year of bcom or complete b.con to get eligibility for upsc/mpsc exams.

Sorry to say that you can't apply for various UPSC/MPSC exams while appearing in pre-final year of graduation(B.Com). you can only apply for the exam while appearing in final year or after completing graduation.
till then you can start preparation for the exam. For preparation study goo material and try to solve previous year papers.
Eligibility Criteria For UPSC Civil Services Exam:
1. Graduation from recognized college
2. age must be within 21 years to 30 years for general category aspirants and there is relaxation of 3 years for OBC and 5 years for Sc/St candidates.

Eligibility criteria for UPSC exam:
1)Candidate must have completed graduation or engineering from a recognized university .
2)candidates who appearing in final year of graduation or engineering can also apply for the upsc exams.
3)age limit for the upsc exams is 21 to 30 years.
4)age relaxation of 3 years is given to those candidates who belongs to OBC category .
5)age relaxation of 5 years is given to those candidates who belongs to sc category.
Eligibility criteria for UPSC exam:
Educational Qualification:
A candidate in final year of degree course can apply and appear for the Preliminary Examination. However he should submit the proof of his degree qualification while applying for the Main Examination,if selected in Prelims.
Age Limit:
1.To appear for this examination a candidate must have completed minimum 19 years of age (on or before 1st April of the year in which candidate is going to appear for examination).
2.The maximum age limit for open category candidates is 33 years. The age limit is relaxed by five years in case of candidates from reserved category. For handicapped candidates the maximum age limit is 45 years.

First of all I would like tell you that you have not mentioned the name of UPSC exams for which you want to appear.There are two UPSC exams which are 10+2 based :
>>NDA/NA exaM: If your age is between 16.5 to 19 years then you can give this exam
>>SCRA exam: if your age is between 17-21 years then you can give this exam
Other than these two UPSC exams ,you must have either bachelor's degree or you are in final year of graduation then only you can give the examinations like:
Civil services examinations
Combined defence services
Central police force examinations
Now coming to MPSC examinations
MPSC stands for the Maharashtra public service commission.
The minimum educational requirement for this examinations is bachelor's degree .If you are in final year then alos you can give this examinations.
Since you are in 2nd year of B.com ,so you are not eligible to give this examinations.
The age limitations:
General:19-33 years
Obc: 19-35 years
SC/ST:19-38 years

For both exam you can apply in last year of graduation and also after graduation.
So, firstly concentrate on your graduation , and apply in last year of graduation.
Age Limit :- Your age must be under 21-30 years.
3 years of age relaxation for BC candidates and 5 years of age
relaxation for SC/ST candidates.
Number Of Attempts :- General candidates has 4 attempts to apply where as BC
candidates has 7 attempts to apply and SC/ST
candidates has no limit to apply for same.
