Yes sir as per criteria laid down by the upsc civil service examination a candidate from a recognized university or a final year degree candidate can apply,where you doing ph.d so you also can apply but you are to fulfill age criteria your age must be within of 30 years.

yes why not ph.d scholars can try for civil service exam ,if you fulfill the required eligibility criteria like
age limit=21-30 years(there are certain relaxation age for sc/st,bc etc,)
must be citizen of india( for IAS AND IPS) or for other service=must a citizen of india or a subject of nepal or bhutan.
qualification=any degree holder
should be medically fine

To apply for Civil services minimum educational qualification required is GRADUATION in any stream from Indian recognized University.
Your Qualification Ph.D so far.Definitely eligible for Civil services by the academic qualification.
As per Age limits-
General-min.21 to 30 years.
OBC-21 to 33 years.
SC/ST-21 to 35 years.

As far as concerned about civil service examination there is no restriction on behalf of upsc rules to sit for the the cse after doing ph.d.
As per upsc to sit for the cse a candidate have to complete his/her graduation from a rcognized university in any discipline.
And also clears a final year student of degree course can do registration for civil service examination.
Civil service examination is conducted by upsc every year.

Graduation in any stream from the approved university. The percentage of the marks and higher
Qualification is no matter for the exam.
Higher qualification is beneficial for you in the future, but at the time of the examination is no matter for the higher qualification.
As it the percentage of the marks is no matter for the exam.
So you start your preparation for the civil service exam.
Age limit for the exam is the 21 to 30 years for unreserved category with 4 attempt of the exam.
Age relaxation for the reserve category.
The notification of the exam 2013 may be displayed on the website in month of the January.
The preliminary exam held in the month of the May and mains exam held in the month of the October.

after ph.D we can write the upsc exam. In upsc exam minimum qualification is gradution in any stream like(BA, BSc, BBA, Bca. For writing upsc exam age is very important because in the upsc exam we require minimum age is 21 and maximum age is 30 years
