UPSC conduct civil services exams every year like IAS , IPS & others.
IAS stands for Indian Administrative service & IPS stands for Indian police service.
To become an IPS one can qualifying the entrance exam conducted by UPSC for IPS post.
The exam consist of 3 stages :
1.Preliminary exam
2.Main Exam
3.Interview
After clear these exams successfully one can become an IPS officer.
Graduation is the minimum qualification required to apply for IPS exam.
Required age to apply for the exam between 21 year to 30 year.( Upper age limit is relaxed for certain reserved categories & others)
For apply the exam the candidate must be a citizen of India.
So, it is not necessary to clear the IAS exam to become an IPS officer.

Let me make you understand the whole point of IAS,IPS.
Both IAS and IPS are civil services and along them there are many other civil services such as Indian Foreign Services,Indian Revenue Services,Indian Forest Services etc.
Now all these exams are conducted under one name that is CSAT
CSAT-Civil Service Aptitude Test.
The selection is done through three stage
1)Preliminary Exam-Written Exam.
2)Mains Exam-Written Exam.
3)Interview.
One who will successfully clear all three rounds is selected for civil services and he will be provided services as per his ranking.
The superior service of civil services is Indian administrative Services,those who will rank among toppers will be given a choice of IAS services,then comes iPS,one who have ranked little low will be offered IPS service,like this whole process works.
You just need to pass the all three process of selection,then your standing at last will award you the services.
Now you must have understood that ,there is no such existence of your question like "whether one need to pass IAS to become IPS".
