if your university is govt. recognized than the degree you obtained is valid for the same so, first you should check that your university is govt. recognized .
but there are other requirements also that you have to satisfy to become eligible for the civil services examination.
Requirements:-
* you must be an Indian citizen.
* you have a degree of graduation from a govt recognized university.
age required:-
1. for general category:- 21-30 yrs.
2. for obc category:- age relaxation of three yrs.
3. for sc/st category:- age relaxation of 5 years.
there are also an age relaxation is given to the handicapped person and central govt. employee(s) of 10 yrs and 5 yrs respectively.
but there is a restriction of attempting the examination.
attempts allowed:-
* for general category:- 4 att.
* for obc category:- 7 att.
* for sc/st category:- no any restriction.
so your first priority is to find that your university is gov. recognized or not????
because if it is not then you will not be eligible for any govt. examination.....

Yes you are eligible.It does not matter that in which field you are completing your graduation.
Only you should be graduate from any recognized university .And also can apply in last year of graduation.

Yes the degree from the EIILM university is valid for the UPSC exams.
EIILM university is UGC approved university.
And if anyone has a bachelor degree from a UGC approved university then he is eligible for the UPSC exams.
Your age must lies in between 21-30 years for the UPSC exams.
Relaxation for reserved categories is given as :-
--3 years for OBC
