You can apply UPSC exam after Completing BA. UPSC exam Requires a graduation degree from a recognized University.
Your age should be between 21-30 years. Age relaxation is given to reserved category candidates.
There is no percentage requirement.
Appearing in final year candidates are also Eligible.
Number of attempts;-
4 times for General category
7 times for OBC category
There is no limit for SC/ST category candidates.

In UPSC there is no limitation of the Marks for the candidates.
Anyone can apply for the UPSC exams if he has a bachelor degree from a recognized university of India.
You can apply for the UPSSC exams.
Your age for UPSC exams must lies in between 21-30 years.
