to clear your confusion let me tell you that there is no comparison between IAS and IPS post because both deals with entire different departments. IAS concerns with ensuring proper public administration in a district whereas IPS aims at ensuring proper law and order in a district.One cannot compare ranks of IAS and IPS in adistrict.

Highest rank IAS officer in a district is District Magistrate and highest rank IPS officer in a district is Superintendent of Police.Both of them have entire different areas to deal with but yes IAS officer has a much broader areas and fields to deal with as compared to IPS officer.
