just go to the head post office near by and buy the upsc form and after filling that post that form with speed post to the required address,

when the upsc exam is held the before 2-3 month the notification of the exam is out of the on the internet or the news paper. two method of the fill the application form
1. online method.
2. offline method.
for the off line method the application form is available in the head post office of the city/village. the cost of the
application form is 20-30 rs,
you fill the application form in own hand writting.
the examination fee is paid through the crf ticket which is available in the post office, the crf ticket is in the form of 50,100, 200 rs.
purchase the ticket and cancel from the post office.
the cancelation of the ticket is compulsory other wise the fee is not paid.
after that you post the application form through speed post or the registry post.

if you want to appear in the civil services examination than you have to
fill the application form for the same online only because there is no any
other mode of application is accepted by upsc .
and if you try to fill the application form offline by any method than your candidature will be
rejected and you will not appear in the examination,
so if you want to appear in the examination than you have to fill the application form online mode only.
every year the notification for the prelims examination of civil services is released in the month of january and the
month of January and the exam is held in the month of may or in the first week of June.
there are three steps in the examination ::
1. PRELIMS EXAMINATION.
2. MAINS EXAMINATION.
3. INTERVIEW.

UPSC exam notifications are available at official website or in employment newspaper. There are 2 modes to fill form.
1. Offline:- In this mode you can purchase the form from any nearby post-office through CRF stamp of denomination of Rs 50/- or Rs 100/-.
All filled applications should be submitted to "Secretary, Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi - 110069" either by hand or by Post/Speed Post or by Courier.
2. Online:- To fill application online you have to visit www.upsconline.nic.in. Instructions to fill forms are available with every exam notifications. First you should visit the website of UPSC and download the notification and go through on this carefully. After that go to the registration website to register for a particular examination.

unfortunately my friend as far as I know UPSC does not allow Offline registrations. Only way to apply for the examination is through Online process only. UPSC has specially maintained pretty high level of system and security to ensure candidate does not face any problem. Regards.

The UPSC accepts all its application for the examination through Online only. It has been prevailing since two and half years. No offline facilities are now available. So to apply in online please visit www.upsconline.nic.in and then click on to the ORA( Online Recruitment Application) link. Thanks...
UPSC forms are also available offline.
-Candidates have to buy the offline forms from leading post office of their District.
- Fill the form correctly, submit demanded documents and pay exam fees are mentioned.
- Then post the application form to UPSC.
