Dear Candidate,
-Firstly,the UPSC Officials verify that the applicants who have applied for a particular exam, are completely eligible to apply for the same.If the not,or if any norms are violated, the forms are thereby rejected.
-Then the UPSC uses the Indian Postal Service to dispatch the Admit Cards of the eligible applicants. The admit cards are sent on the postal address as mentioned by the applicants on their application form.
-The admit cards are also made available on the official website of the UPSC.You can download them using your Date of Birth and Registration Number.
Any of the means can be adopted according to convenience.

generally upsc send the admit card to the candidate on their address which they fill in the application form.
but now-a-days for most of exams the candidates are allowed to download their admit card from the official website of upsc.

Hey there...
UPSC sends the admit cards directly to the candidates address, but incase you dont recieve even before 1 week of the exam it means that there might be an error in the address that you provided.
This is not a problem you can still download the admit card. This soft copy is also sent to the candidate to the mentioned email address.
During the exam, they check the admit cards so be careful while printing the card and make sure that the photo is visible.
Cheers!!
