According to the UPSC board rules all those aspirants who apply for UPSC Civil services exams may appear as following times :

1. General/Open Category Candidates : Only 4 times

2. Other Backward Classes Category Candidates : Only 7 times

3. Scheduled Caste Category Candidates : No Limit but only till 35 years of age

3. Scheduled Tribe Category Candidates : No Limit but only till 35 years of age

4. Ex-Servicemen Category Candidates : No limit but only till 35 years of age

5. Person With Disability Category Candidates : Till 40 years of age

UPSC is not an exam.It is a commission which conducts exams.There are several exams conducted by UPSC for matriculates to Ph.D candidates every year.You need to specify the name of the exam to know about the details.If you are concerned about Civil services,then the number of attempts for that is 4 for General category within the age limit of 21-30years.It is same for Engineering services as well as forest services.

The number of attempts for Open Category is 4 for Civil Service Exam and IFS Examination.

But there is no restriction in other exams, just you have to be in the age limits.

Friend, there is the provision of fixed number of attempts for each category except Scheduled Caste and Scheduled Tribe in Civil Service Examination. A a general rule, only 07 attempts are permissible for Open Category. For OBC category, only seven attempts are permissible. While Scheduled Caste and Scheduled Tribe categories enjoy the benefit of unlimited number of attempts. So it is advisable for the candidates that they should prepare themself properly in order to utilise every attempts. Don't take any attempts lighly. Every attempts must be taken seriously and put his/her full efforts.

for giving the upsc exams, the re4servation and relaxation is given in the IAS and IES exams.
The age limit for giving these exams is 21-30 years.
And a relaxation of 3 and 5 years is given to the obc and the sc/st category respectively.

I will give you some important information about the question you asked.
The moment you go inside the preliminary exam hall and sign the attendance sheet, your trail is counted (it doesn't matter if you fail or pass).
If you only fill up the form but don't go in the exam hall, your attempt is NOT COUNTED.

Keep record of everything from hall ticket to form number as they will be useful for future purpose.
