If you passed the 10th exam and your age is over 18 then you have to get admission in IGNOU for Graduation Degree. Because you can fill up the IFS form after completing the Graduation Exam.
But your Age limit should 21 to 30 years on 1 August of Exam Year i.e. If you are appearing in 2012 UPSC exam then your age should between 2 August 1982 to 1 August 1991.
But if you are normal student of 10th class then you can Start your preparation for the NDA examination conducted by UPSC after completing +2 examination.
You can prepare for the IFS exam when you starting your college Degree Course.

for IFS exam you must complete your graduation. you can also apply for IFS in your final year of graduation. and your age must be within 21 years to 30 years.
for IFS you must read 6th to 12th NCERT books. you must keep reading books on Indian history,increase your GK ,and continuously reading NEWS papers and Magazines.

You should first clearly mention that whether you are asking about Indian Foreign Services or Indian Forest Services.
Recruitment exams for both of these Jobs are conducted by UPSC and both of these jobs are considered excellent.
Eligibility for the civil services exam ( for the post of Indian foreign services):
A degree from a recognized University or equivalent.
Age limit of 21-30 years.
Eligibility for the Indian Forest Service Examination:
A Bachelor's degree with at least one of the subjects namely, Animal Husbandry & Veterinary Science, Botany, Chemistry, Geology, Mathematics, Physics, Statistics and Zoology or a degree in Agriculture or Forestry or Engineering of a recognised University or equivalent;
Age limit of 21-30 years.
