Now a days, UPSC is focusing on big picture rather than asking for "define" type questions. While reading the budget, you must focus on anything and everything that have been newly introduced. You should analyse these additions deeply covering various aspects like its impact on common man, and country as as whole. You must also focus on the reason because of which these changes have been introduced. Also, you must chart the evolution of changes made.
Apart from this, you must focus on difficulties that our country is facing on economic front as mentioned in the budget and the steps that have been suggested to overcome these difficulties. You need not to go into minute details about everything but you should have broad idea about evrything like exports , imports, CAD, inflation, different programmes introduced and conducted by govt. etc.
