No you will not be eligible for UPSC Civil Services exam at the age 38yrs after serving in Navy.
Eligibility for CS Exams :
Age limit :
General category-21-30yrs on 1st August of year of exam
OBC-21-33yrs
SC/ST-21-35yrs
Relaxation of age in case of ex-servicemen is upto a maximum of FIVE years of the Upper Age limit.
So age should lie between 21-35yrs for ex-servicemen.
Educational qualification :
Graduation in any discipline from a UGC recognised University.
Graduation through Distance Learning from a recognised University is acceptable qualification.
Since you have done your graduation from IGNOU you are eligible on educational qualification grounds to apply but
your age of 38yrs, does not meet the criteria of age limit.
Sorry to say that you will not be allowed to appear as you fall short of the Age criteria required to apply.
