Yes, UPSC has the option to take the exam in one's mother tongue. In your case telugu. So you can definitely write the exam in telugu.
But I must remind you that for the English section you have to attempt this in english itself. If you prepare english to go though the english section then it is all you need.

yes, you have the option of writing in telugu. But remember question paper will be in English and Hindi only. Further not all resource materials are available in telugu. All books, magazines are in English only. So you yourself have to styude books in english and convert then to telugu. So i consider its better to write in English . It is just a language, not a knowledge. Put on your hard work and you can definitely crack it.

yes if you are not comfortable with english then you can go for telegu.
in mains exam you should be able to express yourself better.so if you cant write proper sentences in english it is better to opt for your mother tongue.
you are going to express your knowledge through writing so i think you should take up the language you are comfortable with.
try talking with some successful candidates who have qualified by writing in telegu to know the pros and cons.
also ensure whether you have sufficient study material available in telegu for speedy preparation.
language is not a barrier provided you have the willingness.
but continue learning english also as it will help in understanding the questions and answering some questions in CSAT paper.
