I am sorry but you cannot apply in electronics and telecommunication stream because that branch is not eligible of giving the exam. There are only 4 engineering streams which are eligible for giving the IES exam. They are
Mechanical engineering
Electrical engineering
Electronics and communication engineering
Civil engineering
Apart from this, there is an age criteria which says that you your age should be in between 21-30 years.

The educational qualification required for appearing in Engineering Services exam is degree in Engineering from any stream.The choice of subject depends upon your convenience.You being from ECE background can apply for Electronics and Telecommunications.You can check the previous year papers to get a decent knowledge about the level and pattern of questions related to your stream and subject for IES.Check out Previous Year Question Papers at the website of UPSC at www.upsc.gov.in

If you have done engineering in the electronics and communication engineering then you are eligible for IES exam.
The candidates who have done their engineering in the following streams can apply for the IES exam:-

Yes ,why not you are absolutely eligible for the Indian Engineering services examinations conducted by the UPSC every year being a electronics and communication engineering graduate.

The candidates who have done bachelor's degree in engineering in any discipline or master's degree in physics ,mathematics etc are eligible to go for the Indian engineering services in terms of academic qualification.

Apart from the educational requirement ,you need to fulfill the age criteria :

The minimum age limit is 21 years and the upper age limit is 30 for general ,33 for obc and 35 for sc/st category candidates.

You should be an Indian citizen.

The important dates for the IES 2013 are already over ,so you must wait for the next year exam .To be very honest this is a tough exam and you need to clear your basic along with technical knowledge of the subjects which you have studied in engineering .

Yes you can apply for IES exam.

Age limits: 21-30 years on 1st August of the year of Examination. (Upper age limit relax able for SCs/Sts, OBCs and certain other categories as specified in Para 3(ii) of Notice).

Educational Qualifications:
A degree in Engineering from a recognised university or equivalent.
M.Sc degree or its equivalent with Wireless Communications, Electronics, Radio Physics or Radio Engineering as special subjects also acceptable for certain Services/posts only.
