first i want to tell you that you can apply for this exam in your final year.
Also that you have to gain 54% min. marks. for applying the exam.

If you are willing to become the IAS officer then it is a great thought.
If you want to know how to prepare for the IAS exam.
So i want to tell you that there is no method for the preparation of the exam.
For this exam as much as time you can give in its preparation is less because it requires more time.
You must have to read about the 4 - 7 hours in a day for the preparation of IAS exam because it is a long process exam.
First you will have to clear the preliminary exam and then you entered in the mains exam where the actual test will start you will have to clear the 9 exams in main.
which is the most difficult part of the examination.
So you can take coaching classes for the IAS preparation these will help you more.
