Yes you can apply for it if you are interested in it and for relaxation I say it is given to obc and sc/st category in age and also for number of attempts...

Otherwise for general category there is no relaxation.

The age limit is 21-30 yrs(general) and no. of attempts are 4...

1> for appearing the UPSC exam depends on your knowledge if you have good knowledge in engineering and other field than UPSC exam is not difficult for you..
2> if you are related to sc/st and obc category than you get the relaxation in age and %age..
3> there is no relaxation for general category candidates and age criteria for general cast is 21-30 years..
