No you cannot apply directly for the mains even if you qualified in the prelimns. You will have to give the prelims again if you are not qualified in the mains previous year.
Even tough if you clear the mains and if you could not make up in the interview, then also you will have to give the prelims again. Because in the upsc civil services examination, the whole three stage have to be cleared in one year only, if somehow you are not able to do it, then you have to give the whole pattern again..

Dear if you have already passed Civil Service preliminary examination and then got failed in mains examination of civil services that means you have been completely disqualified from the examination and recruitment process because according to the norms of UPSC board, every single aspirant who wish to become an IAS Officer through civil service examination, will have to appear for civil service preliminary and mains examination and have to qualify both of these exams at any cost then only he/she will be eligible to apply for interview process and will get call letter for interview process and then you will have to qualify interview process or personality test then only you will get the post of IAS officer and if you failed in any one of these stages of selection process then your eligibility will be cancelled by the UPSC board and you will not be eligible to appear for next step of the recruitment process
UPSC board conduct this examination once in a year and there are three steps that you know very well in the selection process and the rules says that you have to qualify each single step in sequence that means if you have qualified in IAS prelims 2012 then failed in mains 2012 then you will not be allowed to appear for interview process and again the IAS mains examination 2013 because both year's recruitment process is different and you will have to qualify civil service preliminary examination 2013 to reach at mains examination 2013 but if you think that you will be allowed to appear directly for mains examination of this year then you are wrong means you are not eligible until you qualify preliminary examination of IAS 2013 so please be careful about your career and just think about this year preliminary examination
If you have qualified IAS prelims once then you may qualify the same again in this year also because you have enough knowledge about this examination and we expect that we do not need to inform you anything about the examination and you can prepare well and better than our suggestions so just start your preparation from now because there is no more time left for IAS prelims examination 2013 because it's going to be held at 26th May 2013 so that you need to provide more than 12 hours everyday for your preparation of preliminary examination and concentrate on your study and solve previous years question papers which are available at www.upsc.gov.in and if you will take suggestions from any good and successful person who have already qualified IAS prelims, mains and interview then it would be good for you and think about your goal only

There is three stages of examination for CSAT's IAS examination. If you failed in any stage of the examination in any year. You have to appear once again next year from the preliminary stage. Since there is only 04 Chances of attempt for General candidates, 07 for OBC and up to 35 age for SC/ST candidates, your appearance of anyone stage of the examination in a year will be counted.
