Well dear i should tell you that you can write upsc civil services exam is any language you want.regional languages are not allowed.you can give exam in hindi or english.
Upsc civil services exam eligibility:
<>you must have an indian citizenship.
<>you should have graduation degree from any recognised university.
<>age limit:
general-21 to 30 years
obc-21 to 33 years
sc/st-21 to 35 years

You can give your IAS pre and mains exam in both Hindi and English
language.it is upon you which language you prefer and which is mire suitable to you...
so you can give IAS paper in any optional Language b/w Hindi and English,but for this you must have to choose one language at the
time of registration.
The language that is choosen by you is not changed later and you
have to give your paper and interview in that language

Well for answering a descriptive type questions , candidates can answer in any one
of the language that is either in Hindi or in English as this two language is a official
language of India. Paper will set in both the languages , which ever language you
find easy to write you can write .

its totally depend on you which ever language you choose during REGISTRATION you are allowe to give exam in that language only.
you are not allowed to can your language at the time of examination.
you have to give all the prelims mains and interview in that particular language.
You can choose language depend upon the state or region at the time of registration.
English is the common language.You can't change or choose language at Examination time.
