you have to again appear in the prelims next year
if you could not qualify at any stage in the exam process you need to appear in the prelims next year.
for example you attended interview but could not qualify then also you have to start from first by writing prelims.

There are limits for the number of attempts for the exam like
maximum 4 attempts are allowed for the GENERAL cast candidates .
maximum 7 attempts are allowed for the OBC cast candidates .
no limit for the sc/st cast .
=> If you already finished the maximum allowable attempts then now you will not eligible for the exam .
=> But if you don't complete your maximum attempts then you can give the exam .
So if you have the attempts left then start the preparation for the exam once again .
Give proper time to the subjects in which you failed in main exam .
Because as you cleared the preliminary exam so that you will not face any problem in that but give proper time to Main exam subjects so that next time you will clear the exam .

Yes you should appear in the prelims/CSAT again next year.Since you have qualifiled earlier for prelims
it should not be very difficult to pass in it.You know now that you can crack the prelims,so now your focus should
be preparations for mains.Start right now to prepare well for mains,concentrate on your optional subject and try
to clear it this time.you have given the mains paper so you know what type of questions and level of difficulty.

The UPSC conducts the CSAT examination every year. There are three stages of the examination as you know. You have mentioned that you have qualified the preliminary examination, but failed in the Main examination. So, you have to apply for the examination once again in the next year. And you have to appear once again to the Preliminary examination on that year. You have also lost your one chance or attempt to appear the examination. As per the notification, there is 04 attempts for the General candidates, 07 attempts for the OBC candidates and the unlimited attempts for the SC/ST candidates till their last upper age limit. the candidates who clear the preliminary stage of the exam are called for the mains exam.
