friend both IAS AND IPS are the 2 different exam conduct by upsc once in a year.
IAS refers to indian administrative service and IPS refers to indian police service.
though both the exams held by same upsc,but both of them are differ in their function.the purpose of the IAS,IPS is serving the nation direclty or indirectly.
we can not judge one field over the other.both the field has its own function and its importance.

both IAS and IPS are considered the prestigious posts. IAS and IPS officers has equal rank, both gets same pay scale and same facilities. IAS stands for Indian Administration Services. and IPS stands for Indian Police Services. IAS deals with Administration and IPS deals with police. So both have different field and have their own values. when there is a question of power then i think that IAS officer have more power than IPS officers. because IAS officers have direct contacts with top Ministers of India. they have to work with ministers.
you can get IAS or IPS post through Civil SErvices Exam thst is conducted by UPSC.
for Civil Services you must have completed or appearing in final year of graduation from recognized college or university with any percentage. candidates pursuing in final year of graduation are also eligible to write for the exam.
your age must be within 21 years to 30 years on 1 August of the year of exam. there is relaxation in upper age limit up to 3 years for OBC and 5 years for SC/ST candidates.

both have same stipend and salary and get same facilities , so there is no any question of power ,
IAS stands for INDIAN ADMINISTRATIVE SERVICES
AND
IPS stands for INDIAN POLICE SERVICES
SO it is clear that IAS officer have the powers of taking decision in the govt administration and IPS officer have the responsibility to appy the law and order in a particular area.
both have their own importance in democracy.
but if we are talking about powers then obviously IAS have more powers , because they work with the govt diplomates and top ministers of India, so they have more powers..so we can say that they have more powers.
to become IAS or IPS officer you have to give the combined examination conducted by upsc once in every year named as " civil services examination"
to become eligible for the examination you have to satisfy some criteria which are as under:--
qualification criteria:-
1. you must be a citizen of India.
2. you should have a degree of graduation from any govt recognized Indian university.
age criteria:-
1. for general :- 21 to 30 years.
2. for obc :- 21-33 years.
3. for sc/st :- 21- 35 years.
4. for central govt employee:- 5 yrs relaxation according to their category.
5. for physically handicapped :-10 yrs relaxation according to their category.
and yes this is not a local exam in which you can sit as many times as you want ,,there is a restrictrion of no. of attempts .
No of attempts allowed:-
1. for general category aspirants:- 4
2. for obc category aspirants:- 7 .
3. for sc/ st category aspirants:- No restriction.

Both comes under the UPSC civil services exams.
Both IAS and IPS are different different things and both are the highest post in their field so it would not right to compare between these services.

first i want to tell you that no difference between the IAS and IPS exam.
Both are under upsc.
Then I want to tell you the both post are great and responsible posts .
So it is hard to tell you the best one.
But my side i want to tell you the both post are same so there is no difference between them .
