To become IPS, one has to give Civil service exam without which it is not possible to become an IPS officer. So, it is equally difficult for any one who want to become an IPS officer whether one is from CPF or a doctor. However, sometimes UPSC conducts special recruitment drive to recruit IPS officers (it conducted for 130 IPS officers in 2012). In such recruitments, only govt employee in police deptt were allowed to participate. So, CPF officers also participated in it. Such recruitments make things a little bit easier but still, where there is competition, the things get difficult as the sating goes- "There is no free lunch".
