For online mode:-

You have to resister there & all the rules & regulations are available in the above website.

For offline mode:-

-You have to purchase the application form.
-The application forms are available in designated head post office.
-For general male candidates, the form costs Rs 100/- for online & Rs 200/- for offline mode.
-But for the female candidates & reservation category candidates, the form costs nothing.
-You can also get the form through post by sending request letter.

For online form fill up, candidates must read the instruction which are available in UPSC website.
In offline mode, candidates must fill up the form with their own handwriting.
All the information to fill up the form are written in the manual.
The information written by the candidates must be correct & must match with official records.
Application form must reach to the U.P.S.C. center before due date.
