Friend these is no difference in the post and reputation of IAS in rural areas and urban areas.
The new IAS officer is not directly appointed in metropolitan cities and urban areas because they will have to face more difficulties in this area.
So government gives them the charge of rural areas to face the difficulties and taking experience of administration.
After having good experience government appoints them in urban areas.
The salary scale of IAS officer in urban area and rural area may differ due to the work of nature, HRA, DA, TA etc.

After training IAS officers are posted as Additional collector. The location if it is rural or urban does not matter much. There is no difference in pay package or any other allowances based on rural or urban area of posting. Only thing is that the issues which they have to deal with or solve varies from rural to urban areas. In rural areas, he has to concentrate on improving education, agriculture, sanitation and cottage industries etc.
Whereas in urban areas, the issues include industries, slum clearance, education, health etc.
Thus only the challenges or issues an IAS officer only differs, there is no difference in powers, pay or authority.

1> work pressure in urban area is more than rural area..
2> so fresher duty mostly provided by govt. in rural area because fresher can't able to work in more pressure..
3> rank of IAS officer is same in all area but pay depends upon area..

According to me there is no difference because everything is the same job... but those who are posted in city will have more work as the population is high so the problems occurred is also high.....
Friend, there is no any difference in IAS Officers whether posted in rural areas or urban areas. Both the IAS Officers enjoys the same administrative powers, salary package, fame and reputation. As a general trend, the fresher IAS Officer has no any working experience. That is why, they are not directly posted in big cities or urban areas. They are firstly posted in rural areas where work pressure is comparatively lowered. In that atmosphere, fresher IAS Officer easily adapt himself and learn lot to handle the work pressure. After performing stipulated period of time, IAS officer is posted in urban cities and subsequently big cities and later on metropolitan cities.
