Dear there is a huge difference between both of these - PPSC and UPSC exams which are following as :
1. UPSC board stands for - Union Public Service Commission which is under the central government and PPSC stands for - Punjab Public Service Commission which is under the state government of Punjab
2. UPSC board is more powerful than PPSC board because of having the support from central government
3. UPSC board has many responsibility and may exams are there which are conducted by UPSC board as -
Civil Services, Forest Services, Economics/Statistical Services, Engineering Services, Police Services, Defense Services, Medical Services, Geologist but the PPSC board has only responsibility to conduct a separate exam for state services which is - PSSC exam but PPSC board also has so many posts under this exam as - DSP, Deputy Collector, Commercial Tax Officer, Main Municipal Officer, Junior Staff Officer, District Registrar, Tehsieldar etc.
4. Those candidates who are selected through Civil Services Exams by UPSC board or any service exams are more powerful in authorities than state service selected candidates because they are selected from the central government but the PPSC selected candidates are selected from state government
5. UPSC Board selected candidates may posted to serve anywhere in India means there is no limit for those and they may be posted in any state/district/region for service but the PPSC selected candidates are only eligible to work in that particular state from where they have been qualified means only in Punjab if qualified - PPSC
6. UPSC Board manage all the state board commission means the authority of UPSC board is the supreme between all state board commissions
7. UPSC board is responsible or has the power to provide promotion to those candidates who have been selected through the state service commission but the state service commission can not inter fair in the functions of UPSC board

Well dear i should tell you that it does not have much difference.pcs prelimiry exam follows the same pattern of upsc civil services only the number of question and mark distribution is some different.eligibility criteria is same for both.in the main exam there are also 9 papers which follow same pattern but mark distribution is different here also.the optional subjects available are also same in both exam.best of luck
