Its very easy to differentiate these two.
Consolidated fund of India :- Consolidated funds are those funds that are raised by government of India by imposing various duties and taxes to the public and organization like, service tax, income tax, Excise duty and import export tax. Some other non tax revenue such as license fees, Profits, Dividends and raising from other sources are added and in total they are called as consolidated fund of India.
Public accounts :- All other revenue generated apart from the sources given above comes under public account of India.
