You can only apply for UPSC exams in final year of graduation or after completing graduation. But for that you have no pending backlogs or standing arrear. You have to clear all it. you have to show the proof your graduation at the time of interview.
so, firstly clear all standing arrear and start preparation for UPSC exams.

Its nice to hear that you are preparing for U.P.S.C exams.But I think this news would disappoint you a bit. As far as my knowledge is concerned you wont be able to appear the U.P.S.C exam without clearing your standing arrears in B.Sc.If you refer to the eligibility criteria of U.P.S.C exams,you will definitely find that they want only graduates.
Now coming to your scenario.You will be handed over the graduation certificate by your University only when you will be clearing your standing arrears with a pass mark under supplementary examination.So you cannot assume yourself to be a graduate as yet. So it would be better if you concentrate on the backlog subjects rather than U.P.S.C exams.
Try to succeed with a good marks in you standing arrear subjects, so that it would improve your overall aggregate percentage. After receiving all the relevant graduation certificates from the University in your hand,you may opt for going after the U.P.S.C exams.

Standing Arrear students is not eligible for the UPSC Exam so after clearing your Arrear you can Apply for this Exam.

you should follow some criterias as follow...
you have to be graduate with passing marks from approved university or college.
you have to be an indian
age limit.....
for open 21 to 30
for onc 21 to 33
for sc st 21 to 35
no of attempts
for open 4 attempts
for obc 7 attempts
for sc st no limit...

Sorry ,you cannot apply for the UPSC examinations with a standing arrear.
The educational qualification required for the Upsc exam is that you should have passed your Graduation from a recognised university .
Second is that if you are in final year of graduation without any pending backlogs and standing arrear then you are eligible for this exam.
So,Friend I would like to request you to kindly clear your arrears then think about UPSC exams.During this you can start preparation for the exams like
