Hello,
UPSC means Union Public Service Commission who conducts exams for Administrative Services, Indian Police Services (IPS), Indian Forest Services, Engineering Services Exams (IES), SCRA exams etc.
If you are Graduate from a recognized University then you are eligible to appear in exam. For IAS/IPS you have only Graduate Degree from any stream.
For IES exam B.Tech. degree is necessary and for Combine Medical Exam (CMS) MBBS degree is necessary.
The Age limit for the exam is 21 to 30 years on 1 August of Exam Year i.e. if you appear in 2012 IES exam then you must have been born not earlier than 02 August 1982 and not later than 1 August of 1991.
If you appearing in final exam of university you can also fill up the form of UPSC.

UPSC conducts many exams and it provides notification for all exams on its official website-www.upsc.gov.in . the elligibility criteria differs with nature of exam. so, for dates of any upsc exam and also elligibility ,please visit www.upsc.gov.in regularly or read employement news regularly.
