Dear, The cut of marks is changes each and every year It is almost various in the 50-60% The cut of marks list is also depend on the average marks of the obtained by the candidate. And it is also depend on the number of the vacancies and how much candidate is required in the mains exam. So you don�t worry about the merit list You concentration on the preparation of the exam. Civil service exam 2013 is held in the month of the may and notification is declare by the upsc in the month of the february.

Dear there is no fixed criteria for UPSC Preliminary exams or tests because the cut-off marks depends at the paper that how tough or easy was it and this criteria is different for each category candidates means it depends at the category of the candidate means it would be different for SC/ST, OBC and General also which following :
UPSC Board never announce the cut-off marks of the category at any condition but according to the average marks it is about 50% for ST category candidates, 55% for SC category candidates, 60% for OBC category candidates and about 60-65% for General category candidates but it is not fixed for every category as i have mentioned means it is not the exact cut-off decided by the UPSC Board because it may change sometimes according to the paper.
You must prepare hard for the UPSC Civil Services exams and keep your target to score at least 90% marks in the exam then there is no category or no relaxation because finally your marks are everything so prepare hard and try to score more and more in pre and mains both exams.

1.cut off marks of ias examination is not the fixed it is flexible.
2.it requires according to posts available for various category of candidates.
3.on an average cut off marks for gen.candidate is 50% to 60%
it is fully depend on the authorised boards' decision which cut off marks is appropriate related to candidates result how much they have got totally after keeping minimum marks accordingly candidates are called for interview then selection as per merit lists.
