Hello Friend,
The final ranks are alotted in accordance with the total marks obtained by candidates in mains and interview. The number of candidates in the final list from each category is in accordance with the reservation criteria of our govt. This means that if all the SC/ST/OBC candidates get a lower rank than all the general candidate, they have, for sure, obtained less marks than general candidates. But, the allotment of services depends on the reserved seats for each category for each service. A SC candidate can get IAS post at 150 rank while a general candidate can't get it even at 90 rank.
I hope I am clear about ranking system.
Thanks,
goyalk

daer aspirant,
civil services has three stages
1.prelims
2.mains
3.interview
the ranks are alloted based on the marks obtained in the mains and interview as the prelims is only a qualifying subject
The rank for the Civil Service exam is prepared on the basis of Mains and interview marks. On the basis of this rank candidates get the different posts. In final list only 900 candidates are selected and these candiates get the post according to their rank.
