Dear Friend
You must start your preparation right from the first year of your graduation. As you have not mentioned the name of UPSC examinations for which you prepare for ,so just think you are planning to prepare for the civil services examinations.
Civil services examinations are very tough as there are large candidates who aspire for becoming IAS,IPS,IFS officer and the seats are limited ,so the competition becomes very tough and healthy.
So,if become very difficult for a candidate to compete this examinations.
But please mind it one thing that nothing is impossible if you have strong determination and courage ,you msut be ready to work hard and hard in order to achieve your goal.
So you should join good coaching institutes for preparation and do self study as much as possible .
Some of the best institutes are :
1.Vajiram and Ravi IAS academy
2.RAU'S IAS academy
3.Chankya's IAS academy
4.TIME

You should start preparing for the upsc exams as soon as possible and as early because it help you to understand your topcs and know more about it which will help you in your exam and interview.
For preparation you should first get to know what are the syllabus of the given exam which you are applying for and then start reading it as thorughly as you can.
There is no shortcut to success my friend so you can not escape the preparation part.
You can follow some good magazines like competition success review which is very good for the general knowledge and you will also find some good interviews also.
You can also refer to the refrence books available in the marke by various publications to crack these exams.LIke most preferred Book is by arihant for many upsc exams like the NDA CDS etc.

Dear there is no problem about your preparation time for UPSC exam means you may prepare for this exam when you think that it is the good time for you to prepare for this exam and as for as my views are concerned that you should start your preparation for this exam from the first year of your degree means when you join the degree course in any college or institute so you should start to go to coaching for this exam and when you complete your 2 years of degree successfully and comes in final year so then you should apply for this exam because according to UPSC rules all those candidates are eligible to apply for UPSC exams who are pursuing final year of their degree or awaiting for the result or appearing for examinations so that you should apply for UPSC Preliminary exam but your age should be completed 21 years then only you can apply for this exam and not more than 30 years and prepare hard, when UPSC announce the dates for exam so you should appear for exam and try to qualify and when you are preparing from 2 years then you may easily qualify the preliminary exam at once and then you should prepare hard for your mains examination in which you have to qualify 9 different papers then you will reach to the interview process and if you take guidance from successful IAS officer then you may crack the interview and make a huge record in India.
All the best
