Usually the basic educational requirement for appearing the Civil Service exams conducted under the UPSC is to hold a degree of graduation under an UGC recognized university,,Or being a final year student in the same.
But your situation is pretty different from these.Being an INTEGRATED MSc student,i doubt you might have to wait until 5 years,so that you complete your course and have th DEGREE IN HAND.
Its very important to produce the Graduation degree when the selection proceeds.And you won't be handed with from your institution,until you complete the course.
So its better wait for the entire MSc to be over,,and then apply for this exam.

dear for upsc exam you have to be atleast 21 years old so when you will become 21 years old after then in the final year of completion of your course you can apply for the upsc exams and can put your efforts in order to crack the exam...you can apply for upsc exams upto the age of 30 years and if you belong to OBC the you can apply for 33 years of age and if you are a SC/ST candidate then you can apply upto the age of 35 years..

You are not eligible to apply for the UPSC Civil Services Examination in the fourth of year of your degree course ; as your course is of a duration of 5 years.
However you can apply in final year of degree course i.e. in your 5th year ,as you have a M.Sc. Course.
So although in 4th year you will be satisfying the age limit for the Exam, you will not be eligible academically.
The complete eligibility criteria for the UPSC Civil Services Exam states that ''Minimum Academic qualification'' required for the Exam is a ''Degree from a recognized University''.
So you should apply for the Exam in your 5th year.
