for Customs and Excise officer you have to give UPSC CS(Civil Services) Exam. for CS Exam you need to complete or appearing in final year of graduation in any field from recognized college or university.
so, sorry to say that you are not eligible to apply for CS exam after diploma in architecture. for appearing in CS exam you have to complete your graduation.

sorry to say but diploma holders are not eligible for the upsc exam,
you need to complete your engineering in order to become eligible for the upsc exams,
to apply for the upsc exam candidates are suppose to be graduated or should have bachelors degree from a recognized university.
