no sir, u will have to complete ur graduation. u can fill the forms in ur last sem and can appear soon after ur exams
One can appear in UPSC exams only if the candidate has done his graduation from a Government recognized University.I am afraid you have to complete your graduation first.

9) for OBC-21-33 years means 3 years of relaxation.
10) number of attempts is 4 for general category, For OBC is 7 & unlimited for SC/ST candidates.

-You should have passed Graduation degree in any specialization from recognized Institute.
-You are for civil service exam while in graduation final year.
-UPSC Civil service exam has no restriction on graduation percentage.
-Your Age should be within the limit of 21 to 23 years.
-You must be a citizen of India.

To appear in civil service exam the candidate must have fulfill the following requirements:"
- candidate must have a graduation degree with passing marks from recognized University
- his/her age should be 21 to 30 years
- he/she must be an Indian citizen
- his/her attempt for clearing the Exam will not Above than 4 in case of General category

Procedure for Applying For civil Service Exam
A candidate can apply online or offline.
for online he/she must have to log in on www.upsc.com
for offline he/she can get application form from the post office.
After posting the application to UPSC the candidate have to wait for the admit card to appear in the Exam. only those candidate will get admit card how will complete the all required qualification and eligibility criteria.
