Union public service commission's major duty is recruitment. but apart from this they also have other constitutionally mandated provisions for addressing the grievances of civil servants.
1) All disciplinary matters affecting a civil service officer like
- Censure, withholding of increments, promotions, recovery of pecuniary loss, reduction to lower service or rank,compulsory retirement, removal from service, dismissal from service etc.
Thus civil servants can approach UPSC regarding their grievances.
2) Civil servants also can approach UPSC regarding any claim for reimbursement of legal expenses incurred by a civil servant in defending legal proceedings instituted against him in respect of acts done by him in his official capacity.
3) for awarding pensions to civil servants in respect of injuries sustained by them while serving under Indian Govt.
