Yes..Dear, Suppose a student did not qualify for UPSC but he qualifies for MPSC. After Joining in MPSC he has to complete his probationary period than he can apply for nominated posts which are generally occupied by UPSC qualifying candidates or they can go on deputation to posts which are for UPSC qualify candidates can.

For Example:- Suppose a candidate who is qualify for MPSC's Police Service but not qualified for IPS which is conducted by the UPSC through Civil Services Exam. Than he has to join state Poloce Service. After completion of his probationary period he has to serve his state Police about 10yrs. than he is eligible for nominated IPS exam, like this one can enjoy the benefits of Central Department's facility.....
