yes, definitly upsc conduct IAS exam in haryana.
attemps; 1.unlimited for SC/ST category.
2.for general 4 attemps.
3.for obc 7 attemps.
4.for physically handicapped belonging to general category.

QUALIFICATION: graducation by any subject with minimum percentage limit is 45%.

UPSC conducts civil services examination on central level and the examination center is provided in all major cities all over India which obviously includes Haryana also.

UPSC conducts examination in all india level. so any body who is an indian citizen can apply for the upsc examinations.

If you live in haryana you can put chandigarh as the examination centre.For almost all exams conducted by the upsc,there is an examination centre at chandigarh.

upsc conducts many exams like civil services exam,engineering services exam,forest services exam,statistical services exam,CDS etc..
