Dear, this year's UPSC Civil Services (Prelims) Advertisement published in Feb./2012 and if you have apply for the same then you are quite Eligible for the same, but you have to submit your Mark sheet at the time of Mains Exam. So, think about it, carefully because since it is a tough Exam don't waste an attempt for the same without preparation. Applying is different thing and getting job through UPSC, is different thing for which you have to work hard a lot.

Yes you can apply for Civil service exam being in Final year.But you need to produce your provisional certificate before Mains exam i.e. around September October.You can check the notification of Civil service to get confirmed about this.There is no problem in applying and there are many final year candidates applying for the exams.
