you can't apply in 3rd year but you can apply in final year for some exams like CDS.
after graduation you will be eligible for almost every exam.
I want to let you know that UPSC needs graduated student to be appear of that exams so right now you are unable to get through this but you should your part time study about it to have basics.

You don�t satisfy the eligibility criteria of UPSC exam.

In my suggestion now you should complete your B. Tech degree with good marks.
You can appear in UPSC exam in final year.
But it is not so easy and you can do good preparation for CSE exam.

You can start the preparation of UPSC CSE from now.

I am sorry to say but you are not allowed to give the upsc exam being in the third or the pre final year of your graduation. The reason for this is that for giving the upsc exam, you need to be a graduate from a recognized indian university and your age should be in between 21-30 years.
People who are in the final year of their graduation may also apply but those who are in their pre final year are not eligible for giving the exam.
