yes you are eligible for CPF as UPSC does not have any percentage barriers it only require graduate students within the age limit 21-30 years .

eligibility criteria for CPF exams is:
candidate should have completed graduation or engineering from a recognized university.
candidates appearing in final year can also apply for the upsc exam.
age limit for upsc exam is 21 to 30 years.
candidates belonging to OBC and SC/ST category gets age relaxation of 3 years and 5 years respectively.

there is no percentage bar for upsc aspirants so you need not to worry about it as you are still eligible for upsc cpf exam. to apply for upsc cpf exam upsc needs graduate students in any stream from the recognized institute under ugc from India.
along with that your age should be between 21-30 years for being eligible to apply for upsc cpf exam if yu are a general category candidate .
