For applying for this exam you need to satisfy the eligibility criteria which consist of:
You need to be a citizen of India

upsc civil services examination is carried out in two parts
PRELIMINARY EXAMINATION
MAINS EXAMINATION
the preliminary examination is same for all the aspirants.
in the preliminary examination there are two papers of general knowledge .
for the mains examination the aspirants are needed to select two subjects of his choice and interest.
in the mains examination there will be two papers of each of the selected subjects
out of nine papers of the mains examination.
being a student of electronic and communication engineering
you should take your engineering field as one of your subject for the mains examination.
while for the other optional subject you should probably go for some easier subjects like geography,history,etc
in this way you can give more time for your engineering subjects .
