yes, you can apply for UPSC Civil Services Exams while appearing in final year of graduation(BBA).
Eligibility Criteria:
1. graduation in any stream.
2. Age limit":
- General: 21 years to 30 years
- OBC: 21 years to 33 years
- SC/ST: 21 years to 35 years

If you are in the final year of graduation then you are eligible for the exam otherwise you have to wait for the final year then you can give the exam .
The criteria for the exam is below :
You should either complete the graduation from any recognized university
or
if you are in final year then also you are eligible for the exam .
Your age should be below limit :
21-30 for general cast
21-33 for obc cast
21-35 for sc/st cast
21-40 for physically handicapped
Number of attempts that are allowed :
4 for general cast
7 for obc cast
no limit for sc/st cast
So if you fulfill the above criteria then you should start the preparation for the exam and give it .

You have not mentioned the name of any examination,so it is very difficult for me to tell you about your eligibility criteria.
However,most probably I think that you are asking about civil services examination.
the minimum academic qualification which is essential for civil services is graduation in any stream from a recognised university.
Final year candidates are also eligible to apply for the examination.
So,being a final year student ,you are eligible for this examination.
Other requirements:
>>Your age should be between 21-30 years if you belong to general category.Relaxation of 3 years to obc and 5 years to sc/st respectively.
>>You should be an Indian citizen.
Civil services examination is conducted in three stages:
>>Preliminary
>>Main examination.
>>Personal interview.

OBC:7
sc/st : there is no limit for them .

Dear, You are not eligible for UPSC if you want to appear after completion of your Diploma in Chemical Engineering, Because Diploma holders are not eligible for UPSC. Only Graduates are applicable for the same. So, its better to complete your BBA first and than Prepare for UPSC with full confidence.... Good Luck....
