Sorry to say bit you are not eligible for IPS.
These forces mainly deals With crime so one should be physical fit.
When it requires and for that one both eye should be fit so it mean that you are not
Eligible.
Requirements for IPS;-
Your eye should be 6/6 or 6/9 distant vision for good eye. 6/12 or 6/9 for worst eye.
As you have said that you have only one eye so it mean that you are not eligible

Spot in the sense if it is damaging the capability of vision then it is considered in the medical test if it is not damaging the visibility then there's not a problem. First try to check your eligibility and try to apply and in the medical test they'll take care of that problem.

Yes you are medically fit for the IPS exam.
If you can see from both the eyes then there is no problem for IPS exam.
If you are interested in IPS then you can give the exam in the final year of graduation or after completing the graduation from recognized university and your age must lies in between 21-30 years.
You must be physically fit for the exam.

having a spot in your eye is not a big issue , so don't worry and concentrate on your preparation for the examination.
as you written here that you are an IT final year student so you have the educational qualification also required to become eligible for the civil services examination.
so you are completely eligible ,but yes one more qualification you have which is age criteria:-
age criteria:-
1. for general category candidates in between 21-30
2. for obc category candidates in between 21-33 .
3. for sc/st category candidates in between 21-35 .
if you are fulfilling this criteria also then you are ready and definitely eligible for the same.

Friend, you have mentioned in the query that you have a spot in one eye by birth. But you have not mentioned any problem due to this concerned spot. As a general rule, candidate must be physically, medically and physiologically fit. Eye sight of candidate should be 6/6 in good eye and 6/9 in worse eye. If your eye-sight is perfect despite of said spot in eye. If the concerned spot does not have any ill-effect on your body and does not cause any hamper in normal functioning of body, then you are cent percent eligible.
Friend, your birth spot in your 1(one) eye can not ignore you from the eligibility for UPSC IPS entrance examination having the normal vision.
IPS(indian Police Services)entrance examination is conducted by UPSC every year.This is one of the part of Indian Civil Services.
IPS ELIGIBILITY:_
1. A Graduate or a final year candidate from the recognized University in any discipline can write IPS entrance examination.
2. Age: General: 21-30 years, relaxations for OBC: 3 years, S/c S/T: 5 years, PWD: 10 years.
3.nationality: Indian.
4.Attempts: General: 4 attempts. OBC: 7 attempts. S/c S/T: No limit.
This is the eligibility you can apply for IPS, spot will not restrict you to appear IAS exam while eye sight is normal.
