Every year lakhs of open category candidates appear for civil services who would really like to avail some kind of scholarship. But, since this is professional level entry exam and not education level entry exam, no scholarship is given. However, there are some states like north-eastern states who give scholarship to their people for appearing in UPSC exams. The scholarship includes coaching fee as well. You need to check if you state grant such scholarship for UPSC exam aspirants.

Moreover, as far as I know, no other institution have instituted any kind of scholarship that you are looking for.
