General 21-30 years
OBC 21-33 years
SC/ST 21-35 years

Yes candidates belonging to Backward Communities do get relaxations in UPSC Exams.
In Civil Services Exam they are given:
# A relaxation of 3 years in upper age limit
i.e. the age limit for them is 21-33 years
# More number of attempts
they are given 7 attempts to write CSAT Exam as compared to 4 for general category applicants.

The age relaxation only for the OBC & SC/ST category.
The age relaxation for the OBC category is the 3 years.
And age relaxation for the BC Category is the 5 years.
The qualification is required graduation in any stream from the approved university.

Upsc stands for Union public service Commission and this commission have more number of exam are there and it have a different different eligibility criterias but commonly Upsc have this eligibility Criteria.
Eligibility Criteria For UPSC:-
