Hi Aspirant,
No friend, there is no provision in UPSC exam to give the scholarship to meritorious student on the basis of academic percentage.
You can also get some relaxation in age and final merit list on the basis of Caste category.
If you belong to SC/ST category then you can get the relaxation of 5 years in age.
If you belong to OBC category then you can get the relaxation of 3 years in age.
Friend you can also avail of quota in final merit list only if you belong to reserve category.

Sorry, there is no way for scholarship of this type.
UPSC not provide the scholarship based on academic percentages.
So you should work hard and shoul get good marks for qualify
