Obviously IAS is best than any other services. IES is an engineering, limited to the field only. whereas IAS includes administration and management. IAS is the judicial magistrate, having power to take decisions on his own discretion, which is not there in IES.
IAS can become cabinet secretary after promotion in career, whereas IES having no scope to get in govt. issues.
I hope i told you the major difference. Rest many differences are there, in that also IAS is better than IES.

Dear as for as my views and knowledge is concerned that both of the exams and posts are the best and if you compare then you will find out that both of the posts are best in their relevant area because IAS Stands for Indian Administrative Service that is the best position under administration department but IES stands for Indian Engineering Service that is belongs to Engineering department and this service post is best in it's own field
But if you think about bigger and smaller then IAS post is the highest post in India and this is bigger than all other posts and exams conducted by UPSC board
If you prepare for IAS examination then you should be graduate from a recognized university and your age should be between 21-30 years but if you want to apply for Indian Engineering Service Examination then you should have :
A bachelor's degree in Engineering in any one of the Civil or Electrical or Electronics and Telecommunication or Mechanical Engineering from a recognized university
Age limitation follows same for both exams that is 21-30 years means minimum 21 years and maximum 30 years and relaxation in upper age as 5 years for SC/ST and 3 years for OBC category candidates
Both exams conducted once in a year by UPSC board and there are different sections and posts under IAS exams as - Indian Foreign Service, Indian Police Service, Indian Revenue Service, Railways etc.
