To apply for Prelims exam , you should have a completed graduate degree of a recognized University or equivalent qualification and those who are appearing in the final year of graduate degree may also eligible to apply .

Age should lies between 21 years and 30 years as on 1st august of the year of examination and Upper age limits is applicable for this examination .

This year prelims examination was already completed on 20/05/12 . If you are missed this chance then don't worry next notification will be publish in the month of Feb OR Mar in the official website .

They have uploaded all the question papers of previous years examinations conducted by the UPSC.
You can find the link to the question papers on the top margin of the homepage of the website.

However if you want the hard copy of the question papers directly ; you can buy the same from the market. Try to buy the question papers from some reputed publisher like Upkar or Arihant . The best part with them is that the question papers will be solved and will contain lesser mistakes than those of other publisher's.
